It is well known that not only oxygen transport will influence heart rate but also climatic conditions will contribute. For a given caloric output the heart rate will be higher when working in a hot and humid environment. This suggests that heart rate should only be considered as an index of physiological load.

Implication. Heart rate should only be considered as an index of physiological load, not performance quality or standard.
